The Joint Committee on Transparency and Open Government was authorized in June 2011 (Chapters 508 & 509, Acts of 2011). The General Assembly concluded that ". . . it is in Maryland's best interest to continue to build on and improve citizen engagement in all aspects of our government . . .", and charged the Committee to provide continuing Legislative oversight regarding transparency and open government. It also identified areas in which the State could improve its technology and websites to increase transparency and citizen involvement in government. In addition, the Committee recommended ways to increase citizen access to government resources, publications, and actions.

Of the Committee's twelve members, six senators were appointed by the Senate President, and six delegates were named by the House Speaker. The Senate President and House Speaker each designated a co-chair.

In June 2014, functions of the Committee were consolidated with those of the Joint Advisory Committee on Legislative Data Systems and transferred to the Joint Committee on Legislative Information Technology and Open Government (Chapter 464, Acts of 2014).
