The Joint Committee on the State's Emergency Medical Response System was created in July 2003 (Chapter 479, Acts of 2003).

The structure and funding of emergency medical response systems in Maryland was studied by the Committee. Its review covered current and projected fund balances in the Maryland Emergency Medical Systems Operations Fund, the availability of federal funds for homeland security and bioterrorism response, and the funding needs of trauma centers, first-responders, firefighters, and emergency medical personnel. The structure of the Maryland Institute for Emergency Medical Services Systems and how the Institute functions within the State's emergency medical response system also was examined by the Committee. In addition, the Committee compared the methods used by other states for meeting emergency medical response needs with those used in Maryland.

The Committee submitted an interim report in December 2003, and its final report to the Governor, the Senate Budget and Taxation, Finance and Judicial Proceedings Committees, and the House Health and Government Operations and Economic Matters Committees in January 2005.
