In July 2005, the Senate President and House Speaker formed the Joint Commission on the Maryland Port Administration. The Commission charge is to study certain issues concerning how the Maryland Port Administration operates and what challenges it faces. These issues include: autonomy for the Port; governance, authority, and personnel; adequacy of funding and uses of revenues from the Transportation Trust Fund; vulnerability of Port and security concerns; infrastructure and shipping channels maintenance; dredged material management; proposed sale of World Trade Center; development of new cruise terminal at South Locust Point; and any other pertinent issues.

The Commission was to report its findings and recommendations to the Senate President and House Speaker by September 1, 2006. In July 2006, the Commission last met.
