In August 2017, with federal funding, the Maryland Total Human-Services Integrated Network (MD THINK) was launched to improve the delivery of human services by State government. Five agencies collaborated to start the Network: the Maryland Department of Health; Department of Human Services; Department of Juvenile Services; Department of Labor, Licensing, and Regulation (now Maryland Department of Labor); and Maryland Health Benefit Exchange. The Network includes a cloud-based platform and shared-data repository that provide integrated access to data held by units of State government.

In October 2021, the Governor formed the MD THINK Committee as a unit under the Governor's Executive Council, known as the Governor's Cabinet (Executive Order 01.01.2021.11).

The Committee promotes the appropriate sharing of data among State agencies. It sets policy, objectives, and priorities for, and governs the Portfolio data, Platform technology assets, and MD THINK Enterprise. It also is responsible for the protection, privacy, and appropriate use of shared data and personal information on the shared-services Platform.

Seven ex officio members constitute the Committee with the Governor or designee serving as Chair (Executive Order 01.01.2022.03).

Appointed by the Governor, the Executive Director of MD THINK uses and manages the MD THINK Enterprise to achieve MD THINK Committee goals and objectives. The Executive Director also facilitates and coordinates the delivery of Portfolio products and services, and ensures the faithful execution of all agreements entered into by the Operator on behalf of MD THINK Enterprise.
