At request of General Assembly budget committees, Task Force on Preventing and Countering Domestic Terrorism was convened by Department of Emergency Management in Oct. 2021 (Joint Chairmen's Report, 2021, p.7). Task Force charge was to recommend to Department how federal Homeland Security Grant Program funding received to combat domestic terrorism should be spent, extent to which that spending aligns with Task Force findings, and any other actions to counter domestic terrorism.
Task Force identified 16 sample capabilities that Program funds support, either fully or partially. It recommended continuation of Task Force or creation of a coordinating group to examine strategic issues and align current efforts.
On Oct. 26, 2021, Task Force met. It submitted report to General Assembly budget committees on Nov. 15, 2021.
