Board members represented local departments of social services; local government; State and local agencies that administer federal programs for children, such as Head Start; as well as public and private nonprofit community-based organizations; birth, adoptive and foster parents; professional and advocacy organizations; and youths in foster care.

At request of General Assembly, Governor created Commission in 1959 as Governor's Committee for the Regulation and Study of Migratory Labor in Maryland (Joint Resolution no. 9, Acts of 1959). In 1971, Committee was assigned by Executive Order to Department of Employment and Social Services and reassigned in 1976 to Department of Human Resources. In 1981, Governor reconstituted Committee as Governor's Commission on Migratory and Seasonal Farm Labor within Department of Human Resources and expanded its mandate to include seasonal farm workers within State (Executive Orders 01.01.1981.01; 01.01.1984.02).
Commission developed and recommended standards for housing, sanitation, health, and welfare for out-of-state farm laborers who travel, live, and work in Maryland.
Appointed by Governor, Commission consisted of up to seventeen members, six of whom served ex officio. Members served four-year terms. Governor named Chair with advice of Secretary of Human Resoures (Executive Order 01.01.2003.28).
Commission submitted its final report in August 2007.
GOVERNOR'S COUNCIL ON THE STATUS OF GIRLS
For Maryland girls, Council identified what obstructions keep them from realizing their full potential and what resources were available to meet their needs. Council recommended changes through legislation, policy, or procedure; and advised State agencies on how to implement such changes to benefit Maryland's girls. Council also set up a reporting system to see how State laws and policies affect Maryland girls.
Council consisted of up to nineteen members. Up to eight of these were appointed by Governor, who also named two youth members. Other members represented State agencies.
Abolished on Sept. 5, 2003 (Executive Order 01.01.2003.29).
HOMELESS SERVICES
HOMELESS WOMEN - CRISIS SHELTER HOME PROGRAM
Began in 1980 with legislation to establish a model crisis shelter for homeless women. For them, Program provided temporary housing. Clients were counseled on ways to set personal goals and overcome obstacles to employment, such as illiteracy, health problems, or substance abuse.

In 1981, the Office of Collection Management originated as the Office of Central Operations, overseeing intercept programs. The Office of Policy and Central Operations assumed that oversight in 1991. By reorganization in 1992, the Office of Intercepts and Adjustments was created and the Office of Program Initiatives formed in 1992 to assume duties formerly administered by the Office of Program Development and Management, and the Office of Policy and Central Operations. In 1996, the Office of Program Initiatives merged with the Office of Intercepts and Adjustments to become the Office of Collections Management. In 1999, it became the Office of Central Collections and Disbursement, and in 2000 returned to Office of Collection Management.
Office developed child-support enforcement policy, legislation, and regulations; planned program initiatives; interpreted policy and conducted training on new policy and procedures; and coordinated its work with the Deputy Secretary for Planning. The Office also intercepted State and federal tax returns, unemployment benefits, and lottery winnings in order to deduct child support. In addition, the Office monitored the collection by local agencies of child-support overpayments.

Program gave specialized support to victims of rape and sexual assault. Community organizations provided telephone hotlines, counseling, and medical and legal help. The Department of Human Resources Information System (DHRIS) formed in 1993 as the Client Information System. It received its current name in September 1999. The System maintained a centralized store of information on persons receiving benefits through the Department.
To maintain information about financial eligibility and to calculate, initiate, and issue benefits, the System used the Clients' Automated Resource and Eligibility System (CARES). The System also was responsible for the Child-Support Enforcement System (CSES). Through CSES, the System provides child-support enforcement services to families, helps increase collections owed to the State, and supports federal and interstate enforcement efforts.

Office of Substance Abuse Initiatives formed in 2001 to develop and implement substance abuse programs for parents and children receiving services under Social Services Administration. With Department of Health and Mental Hygiene, Office provided screening for alcohol and other drug abuse to clients of Administration, assessed their needs, and referred them to substance abuse treatment programs.
Under Child-Support Enforcement Administration, Office of Systems Support started as Office of Interstate Operations. That office merged with Office of Service Delivery in 1996 to form Office of Local Services, which became Office of Systems Support in 2000. Office of Systems Support was made part of Child Support Administration in 2017.
Created in 1997, Office of Transitional Services worked to end hunger and homelessness in Maryland by providing food, emergency shelter, and transitional shelter (Code Human Services Article, secs. 6-401 through 6-406).
In 1983, Office of Victim Services was created as Women's Services Program by Department and Community Services Administration. Renamed Women's Advocacy Program in 1991, it became Women's Services in 1992, and Office of Victim Services in 1999. Office coordinated help for displaced homemakers, homeless women, and victims of domestic violence and other violent crimes.
Renamed in 2000 as Office of Community and Volunteer Services.
In July 1989, Office of Work Opportunities began as a federally mandated program called Project Independence. Project was a work and training program for welfare recipients. With Department of Business and Economic Development and State Department of Education, it sought to move clients from welfare dependency to economic self-sufficiency through education, skills training, work-related activities, support services, and job placement. Formerly under Deputy Secretary for Programs and Local Operations, Office of Project Independence Management reorganized as Office of Work Opportunities under Family Investment Administration in 1996. Renamed Office of Work Opportunities and Field Operations in Oct. 1996, it again became Office of Work Opportunities in Sept. 1998.

Planning was created in 1995 as Planning, Legislation, and Innovation and reorganized as Planning in February 1998. This office made policy, designed programs, and developed initiatives. The Deputy Secretary formulated social welfare policy and promulgated regulations reflecting new laws. The Deputy Secretary found alternative funding sources for programs; did strategic planning for the Department; and acted for the Secretary at administrative hearings and appeals.
