Open Enrollment. Open Enrollment. During the regular open enrollment period, consumers evaluate their health insurance options, including an estimate of financial assistance, on the Exchange website. The current regular open enrollment period began on November 1, 2022 and ends January 15, 2023. Individual coverage starts January 1, 2023, if you enroll by December 31, or February 1, 2023, if you enroll by January 15. During this period, you can sign up for a plan that works best for you or make changes to your current health plan by visiting MarylandHealthConnection.gov or calling 1-855-642-8572. Marylanders who qualify for Medicaid can enroll at any time.
CUSTOMER SUPPORT CENTER
The Customer Support Center may be reached by a toll-free hotline (1-855-642-8572), where certified navigators and insurance brokers are available to assist consumers. Since November 8, 2014, the public also has been able to enroll through Maryland Health Connection, the website of the State-based health insurance marketplace.
The Work Group advises the Maryland Health Benefit Exchange on the implementation of the Maryland Easy Enrollment Health Insurance Program. As part of the Program, the Comptroller of Maryland is to include on individual income tax return forms a checkoff to indicate whether an individual (or a member of the household covered by the individual income tax return form) is uninsured. The Work Group will advise the Comptroller on the specific language to be used on the individual income tax return form.
STANDING ADVISORY COMMITTEE
The Standing Advisory Committee serves in a consultative role and functions as an advisory group to the Board of Trustees. The Committee members' primary roles are to serve as advisory experts in their capacities relative to the health insurance and health care domain.
Committee members are appointed by the Board in consultation with Maryland Health Benefit Exchange staff for a term of no more than three years. The Committee meets approximately 10 times each year.

RECORDS MANAGEMENT
Since October 1, 2017, the Maryland Health Benefit Exchange has had a program for the continual, economical and efficient management of its records. The Exchange's Records Officer develops and oversees the program, and serves as liaison to the Records Management Division of the Department of General Services, and to the State Archives (Chapter 539, Acts of 2017; Code State Government Article, secs. 10-608 through 10-611).
