To protect underground facilities, such as natural gas, telephone, cable, television, water and sewer lines, State law requires that persons planning an excavation or demolition project notify the owners of nearby facilities so that the locations can be clearly marked. The Maryland Underground Facilities Damage Prevention Authority hears complaints and assesses civil penalties for violations of the law. The Authority also may require that violators of the law undergo damage prevention training instead of or in addition to civil penalties.
The Maryland Underground Facilities Damage Prevention Education and Outreach Fund is overseen by the Authority. The Fund covers the costs of public education and outreach programs, and the development of safety procedures to prevent damage to underground facilities (Code Public Utilities Article, sec. 12-117).
Appointed to two-year terms by the Governor, nine members constitute the Authority (Code Public Utilities Article, secs. 12-106 through 12-114).
