In June 2021, the Work Group on Adaptive Reuse of Vacant Commercial Spaces was authorized by the General Assembly (Chapter 584, Acts of 2021).
To increase the availability of affordable housing in Maryland, the Work Group charge was to examine the feasibility of converting vacant or underused commercial spaces into housing or mixed-use residential/commercial spaces. Further, the Work Group was to study similar programs in other states, and identify funding sources developers could access for such programs. Finally, the Work Group was to consider whether legislation was necessary to facilitate conversion of vacant commercial spaces into affordable housing.
Authorization for the Work Group ended June 30, 2022.
Since a report was never issued by the Work Group, the General Assembly has asked the Department of Housing and Community Development to study and report on these matters by November 15, 2022 (Joint Chairmen's Report, 2022, p. 204).
