The State Advisory Council on Pain Management was established in November 2002 (Chapter 368, Acts of 2002). The Council provided advice and recommendations regarding issues of acute and chronic pain management for Maryland health care providers, as well as the pain management needs of adults and children. State statutes and regulations relating to pain management therapies were studied by the Council. The Council also examined the use of alternative therapies for pain management, and studied the possibility of a hot line for pain management resources (Code Health-General Article, secs. 13-1601 through 13-1605).

In September 2003, the Council issued an interim report, and in September 2004, its final report.
