The Task Force to Explore the Incorporation of the Principles of Universal Design for Learning into the Education Systems in Maryland was authorized on July 1, 2010 (Chapters 305 & 306, Acts of 2010).

Universal Design for Learning is a recognized, scientifically valid framework that starts from the premise that the minds of students receive information differently, respond to it in different ways, and learn differently. Therefore, flexibility is built into the curriculum, not added later, reducing barriers to instruction while maintaining high expectations for all students, including those with disabilities or limited English language skills. The Task Force studied the effectiveness of Universal Design for Learning, and the feasibility of applying its principles to the educational systems in Maryland.

The Task Force submitted its report in March 2011.
