In October 2013, the General Assembly authorized the Virginia I. Jones Alzheimer's Disease and Related Disorders Council to continue the work of the Maryland Alzheimer's Disease and Related Disorders Commission (Chapter 305, Acts of 2013). In October 2022, the Virginia I. Jones Alzheimer's Disease and Related Disorders Council was renamed the Virginia I. Jones Alzheimer's Disease and Related Dementias Council (Chapters 397 & 398, Acts of 2022).

The Council's initial charge was to develop and monitor the 2012 Maryland State Plan on Alzheimer's Disease and Related Disorders devised by the Maryland Alzheimer's Disease and Related Disorders Commission. Further, the Council was authorized to improve and enhance quality of life and support, and services for individuals with Alzheimer's disease and related disorders, and their families, by promoting and expanding the availability and accessibility of home- and community-based support and service programs. In pursuit of these goals, the Council reviews State statutes, policies, and programs.

In July 2019, the Council charge was expanded to update and advocate for the Maryland State Plan on Alzheimer's Disease and Related Disorders. The Council then was authorized to examine the needs of those with Alzheimer's disease and related disorders, as well as their caregivers, to identify how the State could assist most effectively. On policy, funding, and other issues relating to Alzheimer's, the Council advises the Governor and General Assembly. It also develops and promotes strategies that encourage brain health and reduce cognitive decline (Chapters 410 & 411, Acts of 2019; Code Health-General Article, secs. 13-3201 through 13-3207).

Originally to report by September 30, 2016, authorization for the Council in 2016 was extended to September 30, 2019 (Chapter 75, Acts of 2016). In 2019, authorization for the Council was extended further to September 30, 2024 (Chapters 410 & 411, Acts of 2019). Since 2022, continual reauthorization for the Council no longer is required (Chapters 397 & 398, Acts of 2022).
