In 1985, the Pricing and Selection Committee for the Employment Works Program began as the Pricing and Selection Committee for Rehabilitation and Employment Programs authorized by the General Assembly (Chapter 735, Acts of 1985). The Committee was restructured as the Pricing and Selection Committee for the Employment Works Program in July 2008 (Chapter 577, Acts of 2008). With the Pricing Committee for Blind Industries and Services of Maryland, the Committee merged in July 2015 under its present name (Chapter 415, Acts of 2015).

For Blind Industries and Services of Maryland, the Pricing and Selection Committee for Blind Industries and Services of Maryland and the Employment Works Program sets prices of supplies and services provided to State government agencies. The Committee also reviews contracts to ensure that fair market prices are charged.

Through the Employment Works Program, the Committee establishes procedures for the procurement of supplies and services from community service providers and individuals with disability-owned businesses, and maintains a list of those accredited by the Division of Rehabilitation Services in the State Department of Education (Chapter 575, Acts of 2008). Such providers employ persons with disabilities and other barriers to employment who are otherwise, and often times marginalized within employment sectors.

Five ex officio members constitute the Committee (Code State Finance and Procurement Article, secs. 14-106 through 14-108).
