Assistant U.S. Attorney, 1958-61. Trial Attorney, Tax Division, U.S. Dept. of Justice, 1961-63. Member, Character Committee for 8th Judicial Circuit, 1971-89; Board of Patuxent Institution, 1974-89.

Born in St. Louis, Missouri, January 20, 1932. Attended Loyola High School, 1949; Holy Cross College, Worcester, Massachusetts, B.S. (accounting), cum laude, 1953; Georgetown University School of Law, J.D., 1956. Admitted to Maryland Bar, 1956. Law clerk to Judge Hall Hammond, Court of Appeals, 1956-57. Principal in Melnicove, Kaufman, Weiner & Smouse, P.A., 1964-89; Nolan, Plumhoff & Williams, Chtd., 1989-90. Member, Maryland State Bar Association (board of governors, 1981-83, 1985-87; chair, litigation section council, 1986-87, & judicial selection & tenure committee, 1980-81; member, committee on civil pattern jury instructions, 1984-); Baltimore County Bar Association (chair, alternate dispute resolutions committee, 1990-91, bench & bar committee, 1989-90, & continuing legal education committee, 1985-86). President, Baltimore City Bar Association, 1980-81 (ABA delegate, 1981-82; past chair, ethics committee). Fellow, American College of Trial Lawyers, 1978-90 (state chair, 1987-89); Judicial Fellow, 1990-. Member, Friendly Sons of St. Patrick; Ancient Order of Hibernians. Founding member, Eagle's Nest, Phoenix, Baltimore County. Member, Immaculate Conception Roman Catholic Church, Towson. Died in Baltimore, Maryland, December 14, 2009.
