On November 18, 2003, the Chief Judge of the Court of Appeals established the Conference of Orphans' Court Judges. In September 2015, the Chief Judge of the Court of Appeals re-established the Conference of Orphans' Court Judges (Administrative Order, Sept. 28, 2015). In August 2022, the Chief Judge of the Court of Appeals reformed the Conference again and codified orientation requirements for new Orphans' Court Judges (Administrative Order, Aug. 24, 2022).

Meeting quarterly in Annapolis, the Conference exchanges ideas and views on the operation, management, and leadership of Orphans' Courts; makes recommendations for legislation and policy that affect Court operations; and provides advice as requested by the Chief Justice of the Supreme Court of Maryland and other judicial entities. The Conference also consults with and advises the Chief Justice of the Supreme Court of Maryland on matters affecting the Orphans' Courts. Further, the Conference provides a forum for mentoring Orphans' Court judges. To the Education Committee of the Judicial Council, the Conference makes recommendations for the professional development of Orphans' Court judges.

Appointed by the Chief Justice of the Supreme Court of Maryland, the Conference consists of fourteen Orphans' Court judges who serve two-year terms. Annually, the Conference chooses the Chair and Vice-Chair. The Administrative Office of the Courts serves as secretariat to the Conference (Administrative Order, Sept. 28, 2015).
