The Bi-County Task Force on Gang Activity was created in February 2004 by joint action of the county executives of Prince George's and Montgomery Counties. The Task Force charge was to identify, research, and recommend strategies that focus on preventing youth from joining gangs, as well as ways to intervene and to suppress gang activity.

On September 14, 2004, the Task Force submitted its final report to the Montgomery County Executive and the Prince George's County Executive.
