COMMUNITY OVERSIGHT TASK FORCE
In aftermath of Freddie Gray’s death in April 2015—and protests that ensued— U.S. Department of Justice agreed to requests made by community advocates and civil rights organizations to initiate an investigation into Baltimore City Police Department. Report stemming from this investigation was released in August 2016, detailing patterns of excessive force and unconstitutional policing. In particular, U.S. Department of Justice found a pattern of illegal stops, searches, and arrests, especially of African-American residents. U.S. Department of Justice also determined that Police Department retaliated against citizens for engaging in protest. As a result of these findings, in April 2017, U.S. Department of Justice, Mayor and City Council of Baltimore, and Baltimore City Police Department entered into a Consent Decree. Purpose of Consent Decree was to ensure that City and its Police Department protect statutory and constitutional rights of individuals, treat individuals with respect and dignity, and be responsive to community priorities for public safety.
Under terms of Consent Decree, creation of Community Oversight Task Force was required. Mayor appointed its members in June 2017, and by March 2018, Task Force was to make recommendations to improve civilian oversight of City Police Department. To that end, Task Force was to review community policing strategies, and current operations of Civilian Review Board.
In August 2018, Task Force final report of Recommendations for Strengthening Police Accountability and Police-Community Relations in Baltimore City was submitted.
COVID-19 SMALL BUSINESS TASK FORCE

In April 2020, COVID-19 Small Business Task Force was created by Mayor as a public-private partnership, supported by Baltimore Development Corporation.
With Small Business Assistance Initiative, Task Force was to provide financial assistance to small businesses, as well as other resources and guidelines, to help businesses reopen, without compromising public health, once State of Emergency was lifted.
Task Force work concluded in Dec. 2020. No final report was issued.

As an ad hoc group, Criminal Justice Coordinating Council formed in January 1999 to address systemic problems and issues affecting criminal justice in Baltimore City. Council formally organized in August 2001 when a memorandum of understanding was signed by its member agencies.
Council's members and agencies worked cooperatively to enhance public safety, reduce crime, and advance the fair and timely disposition of criminal cases. Together, they helped secure justice both for victims of crime and the accused by dealing with issues that affect public safety and administration of criminal justice. Through Council, they helped law enforcement and related agencies to fight crime. They also informed the public about how criminal justice system works, and how law enforcement community works to protect Baltimore's communities.

Authorized in 2014, Homicide Review Commission was disbanded in Aug. 2015.

MAYORAL WORK GROUP ON HOMELESSNESS
Mayor appointed Mayoral Work Group on Homelessness in May 2017 to develop policy recommendations to reduce homelessness.
Work Group submitted its report on June 30, 2017.
MAYOR'S ANTI-ANIMAL ABUSE TASK FORCE
Created in July 2009 in response to burning death of a dog named Phoenix, Mayor's Anti-Animal Abuse Task Force was to make recommendations on ending animal cruelty and dogfighting in Baltimore.
In its final report of July 30, 2010, Task Force recommended creation of a commission to carry on its work. In September 2010, the Mayor's Anti-Animal Abuse Advisory Commission was established.
MAYOR'S COUNCIL ON MINORITY & WOMEN-OWNED BUSINESS ENTERPRISES
Established by Mayor on July 18, 2012, Advisory Council on Minority and Women-Owned Business Enterprises reviewed and evaluated practices of Office of Minority and Women-Owned Business Development, and made recommendations to Mayor and Office for improvements.
Appointed by Mayor, twenty-three members served on Council.
By Jan. 15, 2013, Council was to report its findings to Mayor.
MAYOR'S WORKING GROUP ON THE USE & IMPLEMENTATION OF [POLICE] BODY-WORN CAMERAS
Appointed by Mayor:
Mayor's Working Group on the Use and Implementation of [Police] Body-Worn Cameras was initiated by Mayor in Oc. 2014. Working Group considered benefits and risks of body-camera use, including cost, privacy, video storage, and appropriate scope of such a program for Baltimore.
On April 3, 2015, Working Group submitted its report to Mayor.
NEW AMERICANS TASK FORCE
Mayor established New Americans Task Force in 2013 to develop a plan to retain and attract immigrants to Baltimore.

OFFICE ON CRIMINAL JUSTICE
Responsible for public safety and criminal justice issues, Office on Criminal Justice created and administered programs and strategies designed to reduce crime in Baltimore. Programs aimed to reduce gang activity and drug trade, and supported prisoner re-entry to community and juvenile justice reform.
Office coordinated criminal justice strategies with federal, State and City agencies, community groups, and nonprofit organizations. Managed by Office, the C-Safe Program and the Operation Crime Watch Program coordinated the work of local neighborhood watch groups and law enforcement.
Replaced by Office of Neighborhood Safety and Engagement in Dec. 2020.
SPECIAL COMMISSION TO REVIEW BALTIMORE'S PUBLIC CONFEDERATE MONUMENTS

In June 2015, Mayor created Special Commission to Review Baltimore's Public Confederate Monuments. Commission focused on the four Confederate monuments on City property: Confederate Soldiers and Sailors Monument; Confederate Women of Maryland Monument; Roger B. Taney Monument; and Lee and Jackson Monument.
In Aug. 2016, Commission submitted its report to Mayor.
The four Confederate monuments were removed Aug. 16, 2017.
