In Baltimore County, the Board's three members and two alternates are appointed by the County Executive to two-year terms (Code Alcoholic Beverages Article, secs. 13-101 through 13-207).
Licensing and inspecting construction in the County, the Department of Permits, Approvals, and Inspections is responsible for enforcing the County building and zoning codes. The Department collects applications for building permits, and maintains records of planned and completed construction on private and commercial establishments, and roads. The Board also licenses electrical and plumbing contractors operating in the County.
The Department is responsible for buildings, roads, and properties adhering to State and County building standards, such as utility connection, building accessibility, and safety exits. In addition, the Department investigates allegations of code violations. These might include untagged and inoperable motor vehicles, nonpermitted businesses from residences, nonpermitted commercial vehicles on residential lots, and nonpermitted signs. Safety and health concerns, such as excessive animal waste or environments harboring rodent infestation, also are investigated (County Code, Art. 21, secs. 21-1-101 through 21-18-108; Art. 35, secs. 35-1-101 through 35-6-113).
Under the Department are six bureaus: Building Permits Processing; Code Inspection and Enforcement; Development Plans Review; Permits and Licensing; Real Estate Compliance; and Zoning Review.
