COMPTROLLER
On July 1, 2022, position of Comptroller abolished, and duties assigned to Director of Finance.

ROADS BOARD
Under Department of Public Works, abolished in 2013 (County Code, secs. 152-156).

SPECIAL SERVICES DIVISION
Under Department of Public Works, reformed as Facilities Division in 2013.

TAX OFFICE
Functions of Tax Office date back to time of Revolution. From 1776 to 1843, financial supervision of Maryland counties was overseen by two State Treasurers. One served Eastern Shore, and other, counties west of Chesapeake Bay. In 1843, these two positions merged, and a single State Treasurer began to oversee each county's finances. First County Treasurer was appointed by Board of County Commissioners in 1882, before becoming an elected position in 1885. Treasurer served a four-year term, and additionally served as a clerk to Board of County Commissioners (Chapter 214, Acts of 1882).

Tax collection was added to duties of Treasurer in 1892, with delinquent collection performed by County Sheriff (Chapter 211, Acts of 1892). Treasurer took over collection of delinquent taxes, and operation of tax sales in 1904 (Chapter 611, Acts of 1904). Office of County Treasurer ceased operation in May 2007 with creation of position of County Finance Officer. Appointed by Board of County Commissioners, position was renamed as Comptroller in November 2007.

Comptroller headed Tax Office, which collected and disbursed State and County taxes. Office also collected County fees from licenses and various County services, such as public works, and planning and zoning.

On July 1, 2022, when County abolished position of Comptroller and assigned duties to Director of Finance, Tax Office duties transferred to Finance Office (County Code, secs. 62-1 through 62-9, 166-1 through 166-75).
