The County Council consists of seven members elected to four-year terms by the voters. Five members are elected by district, and two are elected at large (County Charter, secs. 201-214).
By November 15 of the year before the year in which redistricting is to take effect, the Commission is required to present to the County Council a plan of Council districts, together with a report explaining it. Within 30 days of receiving the Commission's plan, the County Council must hold a public hearing on the plan. If within 90 days after presentation of the Commission's plan no other law reestablishing the boundaries of the Council districts has been enacted, then the plan, as submitted, becomes law.
The Commission is appointed by the County Council, which also names the Chair.
INTERAGENCY INTERNAL AUDIT AUTHORITY
Appointed by the County Council to four-year terms, the Authority consists of seven members (County Code, sec. 1-2-135).
SMALL BUSINESS ADVISORY COMMISSION
The Commission advises the County Council on ways to enhance and improve the business climate for small businesses. Representing the small business community, the Commission monitors, analyzes, and makes recommendations to the County Council on existing and proposed legislation.

Established in April 2018 by the County Council, the Interagency Internal Audit Authority provides to the County Council, Board of Education, and Board of Trustees of Frederick Community College, a review and appraisal of their operations.
INTERNAL AUDIT DIVISION
The Internal Audit Division conducts performance audits across County government.
In August 2021, the County Council authorized the Small Business Advisory Commission.
