The Department operates through three divisions: Construction Management, Highways and Water Resources, and Water and Sewer. The Department also is aided by the Environmental Advisory Board and the Public Works Advisory Board.
Appointed by the County Executive with County Council approval, the Board consists of eleven members (County Code, Art. IV, secs. 9-12 through 9-20).
PUBLIC WORKS ADVISORY BOARD
Appointed by County Executive with County Council consent, Board members serve terms coterminous with the County Executive (County Charter, sec. 408; County Code, secs. 9-71 through 9-74).
The Public Works Advisory Board makes recommendations to the County Executive and County Council about plans, policies, and programs on any matter under jurisdiction of the Department of Public Works.
DIVISION OF CONSTRUCTION MANAGEMENT
Under the Division, the Materials and Testing Laboratory inspects and tests for quality control all construction materials used on County construction projects

The Construction Management Division manages and constructs capital projects, and is responsible for stormwater management and sediment control (County Code, secs. 214-1 through 214-49).
The Highways and Water Resources Division constructs and maintains County roads, bridges, and related structures, and is responsible for traffic safety, and water resources management.
The Water and Sewer Division manages water and wastewater treatment plants.
