In June 2014, County Executive created Behavioral Health Task Force (Executive Order 2014-07). Task Force was charged with developing a comprehensive behavioral health action plan. Plan was to recognize roles of all community partners in providing support for individuals with mental illness, and reducing frequency of mental health crises. Further, Task Force was to identify gaps in continuum of care, and strategies to maximize return on investment, as well as pinpoint where additional funding and support should go.

Final report submitted to County Executive on March 27, 2015.

Authorization for Task Force ended June 1, 2015.

CHARTER REVIEW COMMISSION

Beginning in 1987, and every eight years thereafter, County Charter requires that County Council appoint a charter review commission (County Charter, sec. 1002).

Commission consists of fifteen members.

COUNCILMANIC REDISTRICTING COMMISSION

After each federal decennial census, the County Charter requires that the County Council revise the County’s councilmanic election districts (County Charter, Art. II, sec 202).

EARLY CHILDHOOD EDUCATION ACTION GROUP

Early Childhood Education Action Group was formed by County Executive in May 2015. Sixteen-member Group considered ways to expand pre-kindergarten for County's children, and reported its findings to County Executive by January 1, 2016.

FOOD POLICY TASK FORCE
Co-Chairs: Ann Jones and Wendy Webster

County Executive authorized Food Policy Task Force in December 2013.

Appointed by County Executive, Task Force was to support a community-based food system in County where food is healthy, fair, affordable, and sustainable. To enhance its efforts, Task Force worked with Horizon Foundation, County Economic Development Authority, and Johns Hopkins Center for a Livable Future.

OFFICE OF ENVIRONMENTAL SUSTAINABILITY
Under Department of County Administration, renamed Office of Community Sustainability in 2015.

HUMAN TRAFFICKING TASK FORCE

Created in February 2014, Task Force studied issues associated with human trafficking in Howard County (County Resolution CR-82014). It served to educate public on human trafficking, identify and help victims of human trafficking, and increase prosecution of traffickers.
