The Department is responsible for the organization and conduct of County recreation programs, and the development, operation, and maintenance of County parks and recreational facilities (Code Local Government Article, secs. 1-601 through 1-611; County Code, secs. 22-1 through 22-30).
The Board advises the Board of County Commissioners and the Department of Parks and Recreation on all questions of general policy relating to parks and public recreation in the County.
Appointed to four-year terms by the Board of County Commissioners, the Board consists of nine members (Code Local Government Article, sec. 1-606; County Code, secs. 22-1 through 22-12).

Formerly the Department of Parks and Recreation, the Recreation Division became a separate unit placed under the Department of Community Services on March 1, 2011. The Division was transferred to the reformed Department of Parks and Recreation in March 2018.
