In 1997, the U.S. Department of Justice provided funds through its Office of Community-Oriented Policing Services to establish a national training network of regional community policing institutes. Part of that network, the Mid-Atlantic Regional Community Policing Institute, located in central Maryland, has grown to be a dynamic partnership of seventeen agencies. These include: Annapolis Police Department; Anne Arundel County Police Department; Baltimore City Police Department; Baltimore County Police Department; Citizens Planning and Housing Association; Harford County Sheriff's Department; Howard County Police Department; The Johns Hopkins University; Maryland Community Crime Prevention Institute; Maryland Crime Prevention Association; Maryland Police Training Commission; Maryland State Police; Maryland Sheriff's Association; Washington, D.C. Metropolitan Police Department; Montgomery County Police Department; Prince George's County Police Department; and the U.S. Attorney's Office for the District of Maryland.

The Institute's educational, training and technical assistance programs focus on three areas: integrity and ethics; quality education; and interjurisdictional cooperation and collaboration for law enforcement agencies. Annually, over 3,000 law enforcement personnel and community representatives from Maryland, Delaware, and the District of Columbia participate in workshops, seminars, and academic courses offered by the Institute.

To promote the goals and ideals of community policing, the Institute provides training in ethics and integrity, develops quality programs for police instructors, conducts extensive training on coping with community and individual fears, and sponsors workshops on issues in policing. Since its inception, the Institute has expanded and enhanced the Maryland Community Policing Academy; implemented a training program to support regional crime analysis; established interjurisdictional Community Policing Assessment Teams; and established a Regional Police Command College. The Institute also has expanded the Neighborhood Leadership Development Initiative of the Citizens Planning and Housing Association; improved the Police Field Commanders Forum; and started the Regional Problem-Solving Clearinghouse.

In 2006, the Institute ceased operations due to lack of federal funding.
